Clover (not to be confused with Thomas Glover) is not native to Japan and was introduced through the port of Nagasaki. This year the city named MomoClo their "Clover Ambassador". I don't know if the title existed before.

It also happens to be the 60th anniversary of the Nagasaki Broadcasting Company. I don't know if it's state-owned.

Who knows which side wanted more than one group, but it's certainly easier to organize with just one agency.
