That's not a ranking, they're sorted by their entry numbers. That was also the first round of voting, not the second. The results of this voting period will lead to the second round of voting.

Process goes like this:
--> Fans submit entries for individual girls through Twitter (6/24-30)
--> The 100 most-mentioned members in each age category, assuming they received over 100 entries, of elementary school or younger, middle school, and high school, are divided into 7 blocks on 7/7
--> The top 5 of each block are chosen and posted in order of their block number, not their rank, and out of these 36 girls will be chosen to move onto the next round. There will also be the chance for one girl to be revived from those unchosen after the first round
--> On 7/15, those 36 girls will be broken up into 3 blocks, and the top 6 of each block will move on to the semi-final round
--> On 7/22, those 18 will be broken into 2 blocks, with the top 4 of each block going to the finals, and the top member of those 8 will be the overall winner

The dates are in line with showings on Tokyo Idol Gekijou Showroom.
