I think the festivals that you comment on also help, but they are festivals celebrated year after year.
The tv shows fest can bring more visibility and here we are losing the battle. For example Kouhaku has less and less presence of idols groups
On the other hand Yubi Matsuri had not celebrated since 5 years ago, and I believe it is a festival that unites the idols
